Al Qaeda Hasn't Been Neutralized

Liveshot Kerry credits Al Qaeda as being "neutralized" under the Obama administration, - except the way it is structured shows why it hasn't been neutralized at all. Then there is the reality that Obama was warned by intelligence agencies that he was wrong to withdraw from Irag because Al Qaeda was rebranding itself as something called ISIS and was waiting for US withdrawal to attack.
