One of the hoariest of Democratic smears is the "cut social spending" smear aimed at reductions or other changes in spending increases - because actual spending increases at a different rate than what was initially proposed, it's called a cut by the Democrats. Sarah Palin is thus ripped for "cutting Special Needs spending" because as Alaska governor in the 2006-7 period she implemented a spending package - a package initiated by the outgoing Frank Murkowski administration she had defeated in that state's elections - that reformed the state's education finaning system and increased special needs student spending over a larger area of the state.
